California LAW Pathways (Leadership, Access, Workforce) (Cal LAW) is a statewide, intersegmental initiative that builds structured pathways from community college to university, law school, and legal careers. Through a academic certificate program and partnerships with 95+ institutions, the program provides academic and transfer support, mentorship, and career exposure to support students, particularly those from underrepresented backgrounds, in pursuing legal education and careers. Cal LAW expands access by reaching students early, demystifying the legal pathway, and providing critical supports such as advising, mentorship, workforce preparation, and law school connections. The program creates a clear, guided pathway that increases transfer, persistence, and law school entry, while building a more diverse and representative legal workforce across California. The Cal LAW Scholar Certification, recognized by 16 partnering ABA-accredited law schools and 20 four-year institution partners, along with law school application fee waivers, further reduces barriers and creates tangible opportunities for students. These fee waivers alone can save students an estimated $500–$1,200 in application costs, making the path to law school more accessible and attainable. From 2021–2024, the program has served nearly 5,000 students, supported over 1,000 transfers to four-year institutions, and has 51 students currently enrolled across all 16 partner law schools.
What has been most surprising is the depth of purpose students bring once they are exposed to the pathway. Cal LAW Pathways isn’t just preparing students for law school, it’s cultivating advocates, changemakers, and champions for justice who are deeply committed to equity and community impact. Students don’t just participate; they actively seek mentorship, build networks, and take ownership of their journeys.
As one student shared: "What motivated me to join the Cal Law Pathways program was a deep desire to pursue a career in law that is rooted in equity, access, and community impact. The Cal Law Pathway program stood out to me because it's not just about preparing for law school it's about building a network of support, mentorship, and opportunity for students like me who are passionate about making a difference. I was drawn to the program's commitment to diversity in the legal profession and its emphasis on guiding students through the academic and professional challenges of this journey. Ultimately, I want to be part of a movement that reshapes what the legal field looks like and who it serves." -Hartnell Community College Student
Our recent student demographics data underscores both the opportunity and the need: 87% of Cal LAW students are first-generation college students, 90% aspire to transfer to four-year institutions, and the majority come from communities with significant financial need. These realities highlight persistent structural barriers, including limited early exposure to legal careers, financial challenges associated with law school preparation and attendance, lack of access to mentorship and professional networks, and fragmented pathways between education and the workforce. Students are also seeking community, representation, and access to resources, as many lack clear guidance and a sense of belonging in the legal field.
Aligned with Vision 2030, there is a need to scale equitable, structured pathways like Cal LAW statewide, ensuring all 116 community colleges can connect students to legal education and careers. This includes strengthening alignment between education and workforce systems, investing in early exposure and advising, and providing sustained support from community college through law school and into meaningful, living-wage legal careers. Advancing equity in access, support, and success requires intentional partnerships across higher education institutions and employers to build a seamless, student-centered pathway into the legal profession.
